Seems the obvious answer but I'm not 100% convinced. Why would they build such ornate, stand-out brickwork then not bother to fill the puddie holes?

The spacing looks weird too both in distance between lifts and lateral spacing.

Does seem odd, especially as there isn't one in the corner, or 2 close together where the boards would meet. On the side they should be a course lower or higher.

We never used to put one at the corner on the high side as the board would always lap over and let the lazy scaffolders undersling at board ends :)
Deffo puddy holes I would say.
 
Understand what you're saying micric, though I've always stuck one in the corner myself.
Can't think of any other reason for them, so they must have taken the cash and left the making good. Homeowners might have thought they were part of the decorative features.
