The 'poverty line' is mobile, as more people get better off the line moves up, but there will always be people below it whatever happens due to the way it is calculated.

As for kids living below it.
Housholds with children are more likely to be considered 'in poverty', again due to the way it is calculated.

Entering the same monthly income for two scenarios.
Household with 2 adults only = top 30% of country.
Household with 2 adults and 5 kids = bottom 30%.

If you have kids you are more likely to be considered poor.
 
to many people treat children as cash cows ;)

several around here , older kids leave school , danger of benefits getting slashed so bang out another child ;)

One bloke has 6 kids & they all have OSD or some other BS syndrome , get em signed up & its worth X amount of £ a week ;)

get a 3 bedroom council house which suits there needs , then they have more children , demand a bigger house ect ect
