I'd say the most common types of insulation on new construction in the UK are PIR (Cellotex, Kingspan, etc - fairly stiff thick panels, generally white to cream, sometimes pink or other colours), mineral wool batting or roll (Rockwool, Earthwool, etc - fibrous green or cream/light brown in colour), and occasionally sheep wool batting (dirty white or creamy colour). You sometimes get asked to use compressed wood fibre board (which is exactly what it looks like (wood fibres or Wheetabix/Shredded Wheat appearance). All of those should be tightly fitted between the joists with no gaps or loose materials. That looks like none of the above. I briefly wondered if it might be damaged Aerogel - but at the price that stuff is, probably not
