Does new chamber insulation go black and smoke

When relighting my pilot light the other day I noticed the chamber insulation had seen better days, I ordered up a new kit but after changing it I noticed the smell of smoke and when I took the cover off the new insulation was charred and smoking a bit. I put the old stuff back in for now just in case but was wondering is that normal? it is a genuine replacement part, has te company logo on the box.

You have clearly done something wrong; don't use the boiler and get a RGI out to make it safe.
