Does the stair carpet go down first or the laminate?

I'm having a stair carpet fitted soon and the guy in the shop (he's not a fitter) said it's best to have the laminate flooring down first at the bottom of the stairs.

So I've just started to put it down around the stairs but now wondering if what he's said is correct in my case.

I'm expecting there will be no need for beading as the laminate is just pushed up to the carpet, but I don't know how much of a gap is needed. Is it the other way round where the fitter adjusts the carpet to my gap?

Won't matter. If carpet is down I just take the riser off and refit it after.
