Whether a 100A fuse is required depends on the total expected demand. The presence of an ASHP will be part of that, but it's not an automatic thing that installing an ASHP requires a 100A fuse.
All depends on what else is installed.
In the quote for the ASHP they said I should get the fuse changed, personally I think it's excessive as it looks like it will only use around 2kW so 8A or so. If I were to put every high current drawing device on at once might be an issue but that's unlikely, I suspect they jump to the 100A fuse suggestion to cover themselves.
