If a member of Joe Public walks into a wholesaler and says they want a consumer unit, do you really think they're going to sell them the cheapest rubbish they stock? No, they're going to sell them the more expensive stuff. The cheap crap is only stocked for cheap electricians who're trying to maximise their profit margins.

They will probably get it for half the wholesaler price (but fully populated with breakers too), at a reputable mainstream DIY shed company store.
Depends which wholesaler you go to. You can't get the decent brands from any sheds though.
