Hi just found out that our neighbour is moving his down pipe at the end of his house telling us we have to buy our own to compensate our gutter drainage. He is also putting big guttering up on his house. we have had nothing but trouble with our neughbour from party walls with a conservatory built long before we bought the house and 4 inch land discrepancy all not surrendered on the TA6 form when we were buying the house
now he tries to tell us what we can and cant do any info would be great thanks

Is your guttering one continuous length with his ? If so, get it blanked off where the property boundary is. Both his and your gutter should have a purpose made stop end (same brand as gutter) properly installed so no leaks. That way he has to make plans for his own roof surface water run off. Neighbour problems are not good. Expect grief and document it for future use. Maybe also install a downpipe on your side just before boundary to maintain your side.

There are posts on this issue in the roofing forum.

Generally,
The right to allow and expect rainwater to be conveyed over shared guttering and downpipes is within property law, but may be expensive to enforce, but home insurance may cover it.

The council's environmental health team could deal with this via their powers under the Building Act or other public health legislation, and require the gutter to be reconnected and drained.
