Downlight problem - One light brighter than the rest

I have just recently had 4 downlights installed in a bedroom replacing a traditional ceiling light. I have noticed that one of them is considerably brighter than the other 3. They are all the exact same fittings and bulbs so does anyone know what might be causing it to be brighter than the rest?

Appreciate any help or suggestions for whats wrong.

Do I take it that you've tried swapping the lamps ('bulbs') around to discover whether the bright one is related to a specfic fitting or a specific lamp?

Maybe they are all 12V, one transformer, and the ELV cables are too thin and different lengths.
 
He obviously values the aesthetics otherwise would not have removed the old fitting.

Although what horizontality has to do with the price of fish is anyone's guess.
