Dunlop universal bonding agent

I want to use it to seal plaster prior to tiling. Should i use it neat, or mix with water? It says neat as a sealer but it tends to leave a film on the plaster if i do this?

Never used it but if it says neat as a sealer then I think I would follow the instructions I use this stuff,2nd row from bottom right hand side.

onto plaster/ plasterboard if using a cement based adhesive 2 coats at a 2:1 ratio 2 parts water to 1 part UBA, if using a ready mixed dispersion type adhesive 4:1 ratio, 4 parts water to 1 part UBA
