Eaves felt tray support fitting

I had Dave's felt tray support fitted all around the house in the summer.

During the recent bad weather we had a roof leak which i assumed was coming from one of the roof valleys.

Whilst having a look,i noticed that the eaves support tray was on top of the existing felt.

Is there any reason why this would be, from what I've read the rest should be underneath the existing felt.

Dave has done it wrong. It's a "support tray".

Hopefully they will come out and rectify, they said that they would be in touch this week
