I have had a new hob and cooker fitted and both required junction boxes to fit the cables. The boxes were not attached to the wall but left hanging loose - is this safe? The hob box hangs loose in a cupboard and could be knocked about by ordinary use of cupboard to store things.

Not really. You've identified the problem and suggest you call back the electrician and ask him to fix the juncton boxes to the cupboard/wall as he should have done in the first place.

electrical accessories ought to be fixed to the fabric of the building rather than any furninture.

Some people say that kitchen cabinets are fairly permanent as they do not get moved often, but cutting a hatch in them with the electrical box screwed to the house wall is better.
