The whole thing including the meter are inside a steel cabinet with a steel door.
The various codes indicate that remedial action is required, but it is not the purpose of an EICR to provide suggestions as to what those actions should be.
'recommend upgrade DB ' is not a description of a defect, and while it may be one possible solution to a problem it is certainly not the only one.
