Eves loft storage space - to board or not to board?

Am having a hip to gable loft conversion done hopefully this Summer. I've heard in some quarters that the eves cupboard storage space should not be insulated and boarded up in order to allow flow of air. Yet many people apparently have this done, either to avoid drafts, heat loss, or for purely aesthetic reasons. So a few questions:

1. What are the disadvantages to having this done?
2. Do Building Control have concerns about what's done beyond the stud/dwarf wall?
3. Is it really an issue given some lofts have no eves cupboards, meaning the sloping inner roof walls must be boarded/insulated all the way down to the floorboards anyway?

Whether the eaves are used or not is matter of design, as is where insulation needs to be and if the eaves are vented or not.

If your loft is insulated via the new eaves walls, then the ceilings of the rooms below need insulation in the eaves void and that will be very deep.
