Who can do anything but guess - but the first thing I'd probably do would be to have a careful look to see exactly what those two RCDs are connected to (and whether they are interconnected in some way!)!

Another wild guess: A ring final with an MCB on both ends; each on different RCDs?
 
Well the installation seems okay when power is supplied none of the MCB's have tripped - but the mechanical test on the RCD left causes an apparant earth fault to the RCD right.

Question did a mechanical test on the RCD right have the same effect to RCD left?
