All tanking will fail, and 100% quality can't be guaranteed so is designed to have a back up. Coating the back of a wall is not a back up for when the front fails. Especially when it can't be accessed for repair when it fails.

Does the BCO offer a 25 year warranty with his design? I'd want to see the warranty on a house sale survey.
 
Understandably BCOs designs are not necessarily correct, however if BCO are happy to pass what they suggested, I suppose I have to take that route?

At a later stage, I’ll cut back the concrete slab on the raised garden, excavate and install a waterproof membrane on the exterior wall, followed by a geodrain membrane which links to a French drain.

My priority now is to let the current builders complete the mandatory elements of the build, so they can go away, before they start whacking on overpriced extras.
 
I'd have a Google for RIW and others for tanking membranes or really unless meticulous attention to detail and the construction is applied then a drained system like Newlath may be more appropriate which can be more forgiving. But as previously mentioned a whole approach is required not piecemeal like this.
