If the regulations say that in a domestic situation where you have sockets (in a house) where you will connect appliances for use outside, like a lawn mower, you have to have the sockets with an RCD; is it the same to put the sockets on a circuit that will be connected to the RCD side of the consumer unit or do you still have to have the RCD at the socket? and in this case not put the circuit on the RCD side of the CU?

You only need one (30mA) RCD in the circuit. If the circuit is fed from an RCD then there is no need to have an RCD type socket outlet. If the circuit feeding the socket is not RCD protected then an RCD socket can be used, though consideration must be given to other sockets on the same circuit.
