External wall tiling - verge query

I’ve had an apex conservatory roof replaced with a flat warm roof. The tile hanging is being replaced.

The builder has put a full tile length as the bottom row. My neighbour says this is incorrect, that there should be a row of shorter tiles beneath this and overlapping (from below) the joins between the full tiles, otherwise water will ingress and I’ll have a leak

Any wisdom to share? Thanks so much. Just want this project finished but can’t afford to have it done substandard

Your neighbour is correct in that there should be what is known as an eaves course that sits under the bottom course and covers the joints between the tiles stopping water getting in. It doesn't always have to be a tile course though if space or the roof layout doesn't allow and an upstand of lead flashing would also work as long as it is fitted high enough up behind the tiles to be effective. A long length of lead would need to be fitted in shorter lengths and overlap each other to avoid splitting over time.
