Feedback from light switch

I have a problem with a light fitting. I have put in led lights and the circuit has 2 switches. If I turn it on with switch 1 they turn of fully but if I turn it off with switch 2 the lights stay on a little. But they are still on

But with normal lamps, it's fully off with both switches

Am I right in thinking that there is a feed back between line and neutral. Do I need some sort of resister to sort this

Any ideas and fixes?

And if I do need a resistor, which one?
