I have first fixed some radiator pipes in copper coming directly out of the wall. I then plan on elbowing up to the radiator with a chrome crimped street elbow. And putting chrome pipe cover over the copper pipe on show. This should be ok?
That will work fine, there is nothing wrong with that approach. The chrome covers can look a bit cheap though and they tend to slide down over time, so fix them well if you go that route. Like trojanhawrs says, bringing the copper up higher and using angled valves gives a much cleaner finish, but what you have planned is sound enough.
