Can anyone please tell me what effects would flame impingement have on my oil fired boiler (say for instance you had the wrong nozzle fitted wrong spray angle ect)
Over firing like this helps to destroy the baffles in the boiler, and you don't want the heat to impinge on the heat exchanger as it will shorten its life and may cause local boiling....always use the nozzle that the manufacturer recommends.
In most installation instructions the manufacturer will state which nozzle to use, depending on whether you need minimum or maximum output.

Its more likely to be low pump pressure and a reduced airflow into the burner that would cause that.....again, manufacturers specifications get you off to a good starting point.

Flame impingement will shorten the life of whicever part it impinges, it will also make a dirty flame, and soot, and also give a very high CO content to the flue gases
