My neighbour wants to sell his garage which is attached to mine which is in turn attached to my house. Are there any peculiar rules and regulations which apply and can carry out this sale privately

He can sell various parts of his house and garden individually if he wants, and there are no restrictions. Its just a normal property conveyance.

Why would it be any different to if he sold the garage and house?

The only possible chance that he could not sell (and its very remote) is if there was an easement of covenant on his or your property deeds which prevent the sale - but very unlikely. And if there was it should be picked up be the Solicitors doing the conveyance

Agree Woody, it's a linked-detached property and he can sell (barring those rare covenenets) same as selling the whole site.

You would only get party wall involved if there was a PW dispute ...sold or not sold.
