Gas Meter Blank

Girlfriend got a card though the door asking her to read the meters. Went outside to read the gas and the display was completely blank. I presume now that the man read the gas meter and the card through the door was for electric only. Anyway, How will they know how much gas she has used if the meter is broken? Will they err on the high side?. Also noticed the yellow ball valve was only about 30 deg open not 90. Why would this be? I am going to call Scottish gas but just wondered if there was something you had to press to get the display on. Did not want to just ignorantly poke around it.
