Open like that likely will run for years. But with less damage just a few cracks then fills up with dust and water and very quickly theirs a problem.
Saw one that had been damaged like that and the guy had just put gaffer tape on it and filled it with expanding foam. It lasted for years that way.

Why is there an earth cable going into a terminal block with a phase cable? Or is that a single phase installation wired with 3 phase wire with one phase used as earth?

It's a single phase cable with Red, Yellow and Blue cores. If you connect a phase to earth you get a lot of excitement for a very short time.
Although it is obvious, the yellow core should be sleeved G/Y, and the blue should be sleeved black.

Why would you adopt Pre 1977 colours for it? It would take just as much work to use the current colours for it.
If he wanted to do it "correct" and within compliance why not go straight to the current IEE colour scheme, as opposed to pre 1977 like you suggest?
The socket below already uses the most up to date current colour scheme according to BS 7671.

It's an old colour scheme 3 phase cable surely
That's the point of the last few posts - it's single phase pre-harmonisation but someone has not sleeved the cpc or neutral
They are actually the same cable that's had their colours altered if you look really closely 
With that picture in mind, will those who use the harmonised black as neutral rather than harmonised grey please stop?
I bet 100% of them used to use the old blue as the neutral, so why use the new black?

I was informed on this site that those cables could be used for three phase for something small enough though...
Yes as in some cases you do not need a neutral for a balanced 3 phase load so a 3 core in either colour scheme is acceptable as long as there is provision of an earth.
