Gloss finish on wall-dot and dab

I have some rubble basement walls.They are party walls with no earth behind.The paint finish is flaking in some areas,and glossy in others.I plan to use pb adhesive to bond pboard to the walls.I propose to use wire brush on flaking sections and then pva all over.

However |I have used Febond Blue Grit when plstering over a gloss paint finish.Would it be good to use this on this task?Thanks

Chip wall back to good so you know its stuck.
After dot and dab add a few mechanical fixing if you want. I do.

I wouldn’t dot dab a basement.
i’d Batten and board with dpc and insulation.
But if you insist - I wouldn’t use pva and would use Bostik green grit or rendagrip rather than blue grit as their suitable for external.
