Where are you putting the lights? Most downlights do not need fire hoods.
Is this in a fire-rated ceiling? Is this a house or a flat?
 
There are 15 of these going in to a 'prayer' room in a customers house.

Ceiling is single plaster board, skimmed, the void space is 120mm.

SO, if building not multiple occupancy and if ceiling is not fire-rated then there's no reason for fire hoods.

Note: the reason for fire hoods is to slow down the passage of fire from the room into the ceiling void. They are not there because of the heat from the fitting itself.....

Note 2: the fittings you've suggested are low energy and run much cooler than regular halogen lights.
