My point is that the OSG flatly states that the minimum size should be 25mm² therefore 'everbody' advocates replacement whether needed or not.

Oh I wasn't aware of that.

Like you say, it's just a guide.

If it can be proved that the main fuse is not 100A then 16.0mm² tails can be used.

Personally I just use 25mm² all the time as it saves carrying different sizes of tails, and it's future-proofed and reduced VD all in one go.
 
Agreed.

However, many customers are told they cannot have a new CU unless the tails are replaced with 25mm².

It may not matter (much) if the meter and CU are close but some routings may be more involved.
