Having DNO move incoming supply

I’m not saying it will work, but depending on the exact work needed, if you have a meter box ready to go, when they unloop the supply you may find the actual guys who turn up to do the job will move the cutout for you into the new box. Also depending on the work needed, it may actually be easier for them to do so

If I keep it inside the garage, it won't be in a meter box..... would they just mount the cut out and meter on a board on the wall?

Yes, usually. Their preference is for external box so they can access it any time.
