Help please with mains water

Hi, i needs some help please.
Just moved into a new rental property and water been off for a while as work was being done including new water tank. So turned on water at mains just slightly as it made loads of noise. However it sounds like a waterfall in house tank filling up but toilet making a lot of noise its constantly refilling and water is flowing down bowl. Is there a problem? I turned on for 2 hours but too noisy o turned off again. Is it best to put mains water tap on full or just slightly? How long does it takefor water to go to all pipes and what shall i do with toiletits one of those with button on top? As you can see I'm not a plumber and just want to make sure there's not a serious problem with water or im not giving it long enough for water to go round house as I don't want to turn water heater on if there's a problem.

Contact the land lord, the system should of being filled and tested by the plumber who was contracted to work on the property.

The noise from the toilet is the flush valve is stuck and may need pushing down, does the cistern lid come off?

The estate agent looks after the property but they not the greatest.
No I've tried lifting it off but stuck I think it been painted shut shall I try and rake off? So shall I not turn water heater on then as I have no hot water?
Shall I turn on water tap full? It makes a lot of noise like gushing?
