Hidden Ceiling Rose?

Replaced a couple of lights at my folks house. Some nice 1970's brass eyeballs replaced with a couple of GU10 Downlighters.

Anyway both lights are switched two way (top and bottom of stairs) but only one T&E wire was present at each light.

Am I right in thinking there would be a rose type connection above the ceiling? (there is a couple of feet above the finished ceiling height)

I guess this wouldn't be acceptable nowadays given that its not accessible?
 
There will be a junction box. This is how our lighting circuits are wired. Upstairs its fine - since access is via the loft, but downstairs poses a problem if you have fixed-type flooring upstairs (such as laminate or tiles) - since the JBs are no longer accessible. Carpets are generally considered fine for accessibility though. IMO it would also be good practise to mark locations of hidden-but-accessible JBs on a plan of the house, and leave it with the electrical documentation.
