Yes of course, I think it was an RCD the DNO fitted, not an earth rod, when I was in a similar situation.
the dno have been out and sorted it out and i am now getting a reading of 0.17ohms 
Good work. How long did they take to attend OOI?
i phoned them at 10am and they were a the property by dinner time, very fast, they had to dig under the block pave to get to the joint were the fault was

Ah missed that in the log, but then again I was out dealing with an 11kV pole that caught fire!
