honeywell st699 to honeywell st9400c

hi I have just replaced the honeywell st699 for a honeywell st9400c
I have followed the wiring diagrams but the heating comes on with the hot water even though I have programmed it not to.

I think you have the hot water off in the wrong terminal, try the blue wire in terminal 2 and put it in terminal 1.
