How can I tell if a meter in the garage is connected?

We have a garage (part of a block of garages in a separate street to our house) and while there is a meter in the garage, the electricity is not switched on at the moment. I called the local electricity board to enquire about getting power connected to the garage, but they said the first thing we need to do is call out an electrician who will be able to tell us if the meter is connected to anything.

Is it necessary to get in a professional to do this, or is it possible to find this out ourselves, and if so, how?
