How do I drill a level hole ?

Yeah, put a washer on the drill bit, if the washer moves forward, you're drilling down. if it move backward you're drilling up. When there is no movement, you're level.

I thought I was looking at the wrong forum for a minute!
 
Is it not advisable to have a slightly downward direction from inside to out to prevent water ingress?

Yes but nothing to do with water ingress. I use sealant under the screw head for outside if that what you mean

Exactly. If its for something like an overflow pipe, it should slope downwards anyway.
 
If the drill has a (relatively straight) depth gauge and positionable support handle, try tying a plumb line to the gauge and keeping the plumb lined up with the support handle (in down position).
