How do I raise floor level?

It's a perfectly reasonable question! Regardless, I've never had an issue with central heating pipes adversely affecting a dpm - the melting point of polyethylene of this type is at least 100 C

Thank you Steve, I am at this point now and am insulating the floor before I lay a Vapour control sheet and then 18mm WBP ply.

My last question is how do I finish the insulation around the pipes and edges of the wall? ...would expanding foam be ok around the copper heating pipes that I've wrapped in tape and for the edges?

Yes, I agree expanding foam would be a good choice to fill in peripheral gaps and around pipes.
