Send a plain and simple letter to the agent/ll
Tell them that no heating controls is a considerable impact on your quality of life in the cold.
Ask them to fit one immediately.
Ask them to confirm the letter, the request and their response complete with date for completion.
This will give you validity in any further argument or dispute.
If the response to the letter is negative, you can then go through the various independent avenues for redress.
This letter will be valuable in future renting if this agent becomes nasty.

I've been trying to ask this direct question but they're slippy! I.e. "can you reconnect the thermostat?" "Thermostat was for the old boiler it needs throwing away"
