How to blurr out face from downloaded CCTV and block audio

What is the best way to blurr the faces of a short downloaded CCTV footage and block out audio recording if I need to give this to authorities or someone? The blurring would need to follow the people who are moving around on a video.

But if the subjects have nothing to hide why blur their faces?
Going further,the footage will be seen as having been tampered with and could easily be rejected as inadmissible evidence by a court should the defence complain.
 
Because of GDPR, if I release any footage as part of a subjust access request, I am not permitted to show the faces of others.
The footage will not be considered as tampered because that is way the footage needs to be delivered. Much like how you see news reports with people's heads blurred out where they are not the subject being discussed.

News reports are not courts.
Power Director and others are free if cost is a concern.

You dont have to share footage if there are other people in it and not having the ability to edit is a good reason.

Surely the authorities are liable for GDPR and it’s up to them to blur out any faces?
 
Yes for a commercial business, shop style healthcare business.

We are the data controllers and data handlers so it is our responsibility to blur it out.
