How to make holes in decking bigger

Hi all. It's been a while.
I have solar decking lights that I measured the circular protruding base at 60mm so I bought a 60mm hole saw. The holes are just not big enough, literally 1 or 2mm.
What is the best tool to use/buy to expand the diameter slightly?

Thanks guys. I've just had a look at your suggestions. They all look like they would do the job. I have a set of flap wheels, similar to the sanding drum bit, would that work? I also have some round and flat rasp files. But also the router and rasp drum also look ideal so I'm going to have to get myself some of those. I'll report back, thanks again.
 
a flap wheel is likely to bog down as the greater the speed the greater pressure on the sanding surface because off centrifugal force but worth a try but be aware off it smelling or struggling
