How to use phone as hotspot, with desktop

Broadband is down. I have a hotspot setup on the phone but I can't see how to get the desktop to search for it.
I have a USB wireless adaptor plugged into a USB socket on the desktop. I can't "find" that from the pc side either. It's flashing its led though.
 
I know you've set up the hotspot on the phone, but what model is it, and what version of windows are you using. If you unlpug the adaptor, and then plug it in again, does the PC recognise it. Do you know what the WIFI dogle is called, and if you go to setting and to WIFI, can you see the dongle, and if you unplug and plug it back in again, can you spot the difference.
 
If your wireless USB is bluetooth then you need to pair with it in the bluetooth sections of both you mobile and PC. Often when you plug a bluetooth device into a PC you will also get an icon on the task bar (windows) in the bottom right corner of the screen on most setups or look for the ^ on the taskbar.
