How/where to earth a metal ceiling rose

hi all. Have seen several questions of a similar nature previously on this forum but none quite seem to fit the bill.
I have a metal ceiling rose which seems to have the 'double insulated' logo on it (see pic) plus connections for live and neutral but no earth. The wire in the ceiling has an earth (currently bare) (pic 2)...

should I just add a sleeve to the earth and connect to a choc block?

Yep. The fitting is Class II/Double Insulated. Just do as you describe, sleeve and connector block. Job done.
