When the Harbour Master at Barmouth got killed tending to moorings in the winter some years back, it was always assumed the Assistant HM would take over. It was blocked because he was English and couldn't speak the Welsh language. The Councils argument was that he wouldn't be able to cope if a mayday came on the radio in Welsh Language. Even locals pointed out that in an emergency, nobody is going to be stupid enough to put out a mayday in Welsh simply to pander to the Welsh Language enthusiasts.

If anyone is in distress, rest assured, they won't radio in and say 'help, save me, I'm in the Gulf of Mexico', they'd relay their position, In the UK all radios have a button that automatically relays the gps position, I'd assume that's a global thing.
