Insulating 1960's bungalow dormer bedroom and loft

Hi,

Looking for some advice and comments on insulating an old 1960's bungalow, specifically the loft area which has been split and one side converted into a dormer room.
Essentially one side is the old loft area, and the other was converted and is the older style dormer room (pic attached).

I intend to strip it back to the rafters and install celetex in the walls prior to plasterboard and skimming.
Question is, should I put insulation under the floor, below is the lounge, and if so do i need to leave an air gap?

Also, I am planning on wool insulation in the loft joists, 100mm between and 200mm across, then chipboard on top, again should i leave an air gap between wool insulation and chip board flooring?
