Peaceful leaders and non threatening countries are safe to have such weapons. Countries such as Iran and North Korea should not have them, they wouldn't be considered as safe.

It would be a big improvement if Iran had a regime which acted in the interests of Iranians, not of those of the theocrats in power. It would also no doubt have better relationships with America.
Iran was a democratic state after WW2 until its government was overthrown by Britain and America, a dictator was installed until he was overthrown by the Ayatollah and fundamentalists.
The Americans and the West in general have nothing to offer these people in the Middle East except chaos.
