Is my central heating working properly

Hello I have a quite big living room/dining room combined. Now I have to always have to put my radiator on its highest settings on its TRV as if I put the TRV onto any lower setting it will very rarely switch on. Now I have purchased a digital thermometer and put it on the opposite side of the room and getting a temperature of 20.8 C, is this right????
 
Perhaps the TRV head has failed.

Radiators are normally sized to heat a living room to around 21 degrees when the outside temp is perhaps -1.

You should not need to turn the TRV to max to achieve 21 degrees....the maximum setting would be perhaps 25 to 30 degrees.
 
Is there only one rad in the room?

how big is the room?

What is the temperature at the rad end of the room?

The system probably needs balancing.
