Is this Artex?

Hi all, I am after some advice regarding textured decorative coating artex. I am moving to an apartment in Leeds. The apartment has 4 floors in total with 2 apartments on each floor (8 apartments in total). The stairwell joining each floor is made of concrete and is carpeted. On the underside of the stairwell and the sides of the stairs a textured decorative coating has been applied (pictures attached).
The apartment block was built in 2002 and i am wondering if anyone else has cone across this type of coating on an internal stairwell built around 2002.
Textured decorative coating was fashionable in the 70s and 80s so I am bemused why a well known housing developer would use it on a relatively modern apartment block ?
I would of thought they would of used plasterboard.
Any suggestions would be greatly appreciated.

I'm afraid I don't understand what your question is!
Yes, artex is still used everywhere!
Asbestos was banned in the UK in 1999, so this artex is very unlikely to contain it.
Other than its dubious aesthetic qualities, what is your concern for it being in a stairwell?

It's a lot easier to apply than a smooth finished plaster skim. It can hide slight blemishes, (I'm not saying there are any here), and you don't need a very skilled plasterer to apply it.

Hi, Thanks for your reply. I clean loads of apartment blocks amd normally artex is only in the 60s to 80s blocks that were built. This is the first time I have seen it in a newish build and thought it looked strange.
Have you seen it been used in newish builds ?

Some private homes I've been in have artex ceilings. One of my step sons lives near London in a very expensive house built around 3 years ago. The hall ceilings are all artexed on all 4 floors.

some new home builders still use the stuff by default . you have to pay extra for ‘plastered’ (taped and jointed) finishes.
