Don't worry Steve, I'm not arguing with you! You are almost certainly right. Just pointing out that it's odd that a 30mA RCD was covering the whole CU. And the fact that the spark has fitted a new RCD without finding the fault opens up all sorts of questions regarding the integrity of the whole installation. If there is nuisance tripping, you don't replace an RCD for a less sensitive one - you correct the fault, which could be the RCD, but in this case it isn't.
 
its not legal its a danger to anyone with access to the CU and as such assuming the person doing the work was paid for it, broke the EAWR regs.

Call your Landlord immediately and request a registered qualified electrician be sent to rectify the danger and find the actual fault on the install. If he refuses LABC should be able to provide you with your next course of action.
 
Local Authority Building Control - responsible for enforcing Building Regulations. It is a BR contravention which makes the work done on the CU illegal.
