Because, unless I`m wrong (which I might be) the quote does not appear to make it absolutely crystal clear as to whether any estimated prices include or disclude materials at all.

You're quite right - the quote seems unclear on whether (or what) materials are included.

So what needs to happen is that there needs to be clarity about whether:

-The client is supplying materials
or
-The electrician is supplying materials, in which case there should be a quote on what's being supplied and what the cost is.

Agreed - In my case I would usually use "Supply & Install" as one total cost or (sometimes) installation only of what the client has provided themselves, again one total cost, naturally if a client had supplied something themselves and had a fault etc causing extra expense then that would be an addition, obviously if I supply and install then I take the hot if anything I supply is fault - I would not give a more detailed breakdown usually unless for something like a council grant spec but i would break it down into groups if it were to include different alternatives or optional additions.
 
A quote doesn't include a break down of material costs.
Not necessarily (although it may).

However, it's obviously essential that it be very clear as to whether the quote is for materials+labour or just labour - a clarity which does not exist in what we've been told so far in this thread.
