Is this wiring a bit dodgy???

Today i opened up the unswitched FCU for my cooker extractor and found a lenght of 1mm(twin&earth),running to a junction box feeding a 5ft fluoresent tube!!!!.
The FCU in question is a spur from the kitchen ring.
Is this kind of wiring not dangerous????
Hope what i ask makes sense.

It can be safe, provided that BOTH outputs are taken downstream of a 5 amp fuse inside the FCU, as the 5amp fuse will protect a 1mm cable adequately (remember lighting circuits on 1mm cable used to be on 5amp wire fuses!)
