I have been threatened with prosecution if I cut main seals.

We are authorised by our managers to cut them if there is dire risk of danger to person or property. IE fire etc... I did this in Staffs & the MEB rang me back and in no uncertain terms told me very firmly that if I did that again, I would be facing court proceedings.

The last company I worked for had a certificate on the office wall issued by YE. (the then local DNO)
It authorised any full time employee of our company to cut seals off cutouts.

We were issued with plastic seals from YE to reseal the cutouts temporarily, and after sending off the apropriate form YE (eventually) came out and resealed the cutout.

I don't know if this practice still goes on, but we don't have anything like this at the company I'm currently with. (also YE no longer exist)

I used to get told "snip the seal fit your board, leave a completion certificate & give us a bell when you're finished..."

EDF don't seem to be bothered about snipping seals.

Thats not the wording in regs you quoted.

Ideally, yes, you should have a single point of isolation. But how many installs do where there are more than one CU? How about installs with storage rads? Should be install a four pole isolator?

This was questioned a while ago, and the official line was that each set of tails and CU is an "installation" in it's own right. Odd I know.

I do agree though, a single point of isolation would be best. But then, a bigger CU would be een better
