Kids wandering the streets in early hours

Several reports of this now and I have a couple of times seen them myself. Maybe 11 through to 17 year olds, male and females and spotted wandering around the village streets as groups of five to fifteen, at times from 11pm through to 7am.
All seems a bit odd to me - why would kids of that age be out regularly wandering the streets in groups, at such strange times? Why would the parents allow them to do this?
As has been said perhaps they are in care where social workers have no real control over them, if not then irresponsible parents who are quick to moan about what good kids theirs are after they have shot, stabbed, robbed or assaulted someone & been given jail sentences or been victims themselves.
 
When I was aged about 13/14, me and my mate would wake at 4am and walk about mile to another mate's house to help his dad on the early morning milk deliveries. We would regularly be stopped by the local plod and returned home to check with our mum that all was well. No chance of any plod doing the same today :(

We don't have any local plod any more, they closed the local station to the public 20 years ago and now it is just a handy base for parking the motorway traffic cars and stolen push bikes. Before that, a house was built on our street, for the local copper, complete with a garage. They sold that, when they opened the local station, our house became a regular lodging house for them for a while. Now the nearest open to the public station is 20 miles away. If you need to ring them, they don't even know the area... Progress?

A 12,year old girl was stabbed and died in Liverpool last night

a couple of 13 year olds and a 14 year old have been arrested on suspicion of murder
